| Sean Kolmer, MPH |

Sean chairs the Board and is assistant health policy advisor to Governor John Kitzhaber. Prior to joining the Governor’s Office, Sean was deputy administrator of the Office for Oregon Health Policy and Research, which serves in an advisory capacity to the Oregon Health Policy Board, the Oregon Health Authority, the governor and the legislature. Sean also worked on several research projects for the National Institute of Health at OHSU and developed partnerships with the National Football League to disseminate prevention programs.

| Diane Lovell |

Diane is the Board's vice chair and a council representative for the Association of Federal, State, County and Municipal Employees (AFSCME). Diane represents 5,000 AFSCME employees throughout Oregon. She served on the SEBB Board prior to the formation of PEBB and has since been PEBB's vice chair and chair. Diane has worked in positions representing labor for more than 20 years and currently represents healthcare workers at OHSU. She holds the Board position representing members of the second-largest union of state employees.

| Peter Callero, PhD |

Peter is a professor in the Department of Sociology at Western Oregon University and a member of Local 2278, Western Oregon University Federation of Teachers, AFT, AFL-CIO. A public employee in the state of Oregon since 1986, Peter fills the position on the Board for members who are nonmanagement representable employees who are not represented by the largest or second largest employee representative units.

| Tom Jovick, PhD |

Tom administers the Office of Private Health Partnerships (OPHP) in the Oregon Health Authority. OPHP works to increase the number of Oregonians and businesses with health insurance through the Family Health Insurance Assistance Program; the Oregon Medical Insurance Pool; Healthy KidsConnect; and information, education and outreach. Tom was policy manager for Oregon’s Medicaid program in its transformation to the Oregon Health Plan and has held a range of executive positions in public and private health plans. He serves on the Board of the National Association of State High Risk Pools.

| Paul McKenna |

Paul is the research director of Service Employees International Union (SEIU), Local 503, Oregon Public Employees Union (OPEU). Paul has worked for more than 30 years for SEIU and its locals. A major part of Paul´s work with OPEU is assisting union negotiators by providing information about wages and health benefits for contract negotiations. Paul holds one of two positions on the Board representing employees in the largest union of state employees.

| Fariborz Pakseresht |

Fariborz is deputy director of the Oregon Youth Authority. Previous positions in 20 years with the state include administrator of Publishing and Distribution in DAS, and facilities administrator, deputy administrative officer, assistant director of administrative services and special assistant to the director for the Department of Human Services. Fariborz serves as on the Board as designee of the director of the Department of Administrative Services.

| Rich Peppers |

Rich is assistant executive director of SEIU Local 503, OPEU. As a member of the Board, he represents classified state employees represented by SEIU Local 503, OPEU - approximately 18,000 people. Prior to his current position, Rich served as SEIU's political director for 10 years and also served on the Oregon Workforce Investment Board. Rich holds one of two positions on the Board representing employees in the largest union of state employees.

| Jeanene Smith, MD, MPH |

Jeanene is administrator of the state's Office for Oregon Health Policy and Research (OHPR), part of the Oregon Health Authority. OHPR is responsible for the development and analysis of health policy in Oregon and serves as the policymaking body for the Oregon Health Plan. It serves in an advisory capacity to the Oregon Health Policy Board, the Oregon Health Authority, the governor and the legislature. Jeanene holds the Board position designated for the director of OHPR.

| Representative Tina Kotek |

Representative Kotek is the House's non-voting advisory member of the Benefit Board. Before her election to the Oregon House of Representatives, she was policy director for Children First of Oregon. In the 2009 regular session, she served on the House Health Care and Ways and Means Committees and co-chaired the Ways and Means Subcommittee on Human Services, a position she also holds in 2011. Tina also serves on the 2011 Joint House and Senate Committee on Health Care Transformation.

| Senator Betsy Johnson |

Senator Johnson is the Senate's non-voting member on the Board. She is serving her second term in the Senate after three terms in the House. Prior to serving in elected office, she founded an aviation company, managed the Aviation Division of the Oregon Department of Transportation and represented the Oregon Pilots Association. She is vice chair of the legislature's Joint Committee on Ways and Means.

| Joan Kapowich, RN |
|
Joan is administrator of the Public Employees’ Benefit Board and the Oregon Educators Benefit Board. She was a nurse consultant for SAIF 1986-1997 followed and was SAIF's medical services director 2005-2007. Joan managed research, policy, evaluation, communications and contracts for the Program and Policy Section of the Oregon Health Plan 1997-2005. She has worked in health-care delivery, management and quality improvement programs and initiatives on both state and national levels for more than 30 years.
