This manual is for you!
 
As you are aware, things change so rapidly in the Resource Conservation Management arena that it is impossible for any one person (or one recycling coordinator) to have all of the answers. What is possible, however, is to provide information on who to call to get the answers. That is what this manual is all about.
 
The manual is designed to provide you with specific information regarding your building or site, where to get boxes and barrels, what is recyclable on the state contract, and where to call when you have "off the contract" items to recycle.

How the State Recycling Program Works
  • State agency employees collect office paper, plastic, metal and glass in containers (typically barrels).
  • Custodial staff delivers containers to loading dock.
  • Garten Services, Inc. picks up containers for delivery to their site for processing. (This means  weighing, sorting, baling, marketing, determining revenue and sending checks or bills and reports directly back to the agency that collected the paper.)
  • State agency site recycling committee uses money to promote recycling in their building.

What's Recyclable?
 
According to the current state-recycling contract with Garten Services, Inc., "The purpose of this contract is to provide the following levels of recycling service to state agencies":
 
Collection, Sorting, Marketing and Disposing of the Following:
 
Paper:   "...all communication and clean packaging paper products generated by the state shall be accepted by the Contractor for recycling.*
 
Container Glass:   Separated by color, unbroken, (labels may be left on).
 
Metal:   Clean food and beverage containers, flattened, label removed.
 
Plastic:   Any bottle with neck smaller than base or screw top container. (1-7 inclusive) May be co-mingled. Excludes containers of hazardous materials (e.g. pesticides, oil, medical wastes, etc.)"*
 
Cardboard: Not included in the contract because it requires specialized equipment to collect it and, therefore, was not cost effective. Cardboard is collected by your garbage hauler. They have the necessary equipment.
 
Of course your agency is encouraged to recycle other materials as well! Check this manual for additional ideas. In many cases your garbage hauler will collect them for you. All About Sorting Paper
 
The state sorts paper on two different "levels." The Basic Sort is "white" and "mixed." All agencies covered by the contract sort their paper by this method.
 
Included in the white paper:
  • White letterhead
  • Computer paper (blue/green bar OK)
  • White Ledger
  • Copy paper
  • Non-slick fax paper
  • White ruled notebook paper
  • Typing paper
  • White adding machine tape
  • White index cards 
Included in the mixed paper:
  • Colored paper
  • NCR paper
  • All paper with tape, glue, labels (white and color)
  • Wrappers from reams of paper
  • Paperboard (shoe box material)
  • Paper envelopes
  • Magazines, Catalogs, Books
  • Glossy fax paper
  • Newsprint
  • Blueprints
  • Junk Mail
  • Brochures/pamphlets
  • Gift Wrap
  • Packaging papers  
Bonus Sort provides agencies with an additional $27.00 per ton. Here’s how it works. Five grades of paper yield the additional "bonus" price. The five grades are:
  • Computer Print Out: This is computer paper (green/blue bar is included) that is printed with an impact printer. (Dot matrix)
  • Laser Print: This is also computer paper (again, green/blue bar is included) but it is printed with a laser printer. (The difference here is in the ink...not the paper!)
  • Newsprint: Includes anything that comes delivered with the newspaper, tax booklets, etc.
  • White Ledger: This includes printing and writing papers such as copy paper, letter head, bond and ruled paper.
  • Magazines: All slick or glossy clay coated publications including catalogs of any thickness.

If you collect any number of these five grades of paper in separate containers, you will receive an additional $27.00 per ton for your site! This will be in addition to the "White" and "Mixed" paper you have already collected.
 
For example, some agencies may choose to put out a barrel labeled "Newsprint" in their break room. From an action as simple as this, the agency earns the "bonus sort" for keeping that barrel exclusively that particular grade of paper.
 

Please Note
 
The barrels or containers must also be labeled "Bonus Sort," or "Pre-sort," prior to pickup by Garten Services, Inc. or the bonus will not be awarded.
